New 'national interest' test for research

Australian researchers seeking federal government grants will soon be subjected to a test determining whether their project is in the national interest. Education Minister Dan Tehan says the change to the grants application process, administered by the Australian Research Council, will give the public more confidence in research conducted using their money. "If you're asking the Australian taxpayer to fund your research you should be able to articulate how that research will advance the national interest," he said on Wednesday. The change will apply to the $3 billion in grants that the ARC is set to distribute over the next four years. Such grants currently range in size from $30,000 to $8 million per year. The ARC will also review Australia's science and research priorities, which were last developed in 2015, in collaboration with a small panel of experts. WEST CHESTER TWP. —  A preliminary hearing scheduled for a Cincinnati man charged with aggravated vehicular homicide in a crash last week on Interstate 75 that killed a Middletown motorcyclist was continued today. Anthony Dwuan Howard, 35, was charged on Oct. 22, hours after the crash in West Chester Twp. At his court appearance today in Butler County Area III Court, Judge Dan Haughey said more evidence may be forthcoming that the defense deserves. The case was continued until Nov. 6. Howard’s attorney Herb Haas declined comment MORE: Driver charged with aggravated vehicular homicide follow fatal motorcycle crash Howard is being held in the Butler County Jail in lieu of $100,000 bond. A utility company allegedly hired actors to attend and speak at a public hearing in support of a power plant project in New Orleans. Entergy, which serves 2.9 million customers and 13,000 employees, hired actors to pose as "alleged genuine supporters" of the project, claims the report prepared by a law firm for the New Orleans city council. Entergy had earlier denied knowledge of the plan, reported CBS affiliate WWL-TV in New Orleans . Entergy said in a statement that it took issue with the report. "Upon initial review, we take exception to certain characterizations and omission of key facts from the report, including specific evidence Entergy provided that confirms it did not pay, nor did it authorize any other person or entity to pay, individuals to attend or speak at Council meetings," the company said in the statement. A Woodland man charged with attempted murder of an elderly man nine months ago in rural Fairfield will return to Judge E. Bradley Nelson’s courtroom for a readiness conference and  and to set a preliminary hearing in the coming months. Brandon Clark Foster appeared in court for a held-to-answer arraignment with his attorney, Solano County Deputy Public Defender Jeannette, at his side. Watts The hearing on a petition to seal the autopsy reports in the murder case against Christopher Watts will be Dec. 21 in Weld County District Court. The Weld County coroner on Oct. 15 filed a petition to seal the autopsies of 34-year-old Shanann Watts, and her two children, 4-year-old Bella and 3-year-old Celeste. Christoper Watts, 33, is accused of killing his wife, who was 15 weeks pregnant, and two daughters. He is charged with five counts of first-degree murder, one count of first-degree unlawful termination of pregnancy and three counts of tampering with a deceased human body. Weld County District Court Judge Todd Taylor last week filed an order calling on the coroner to file for a hearing by this Friday. Around 35 parties have filed Colorado Open Records Act requests for the autopsies. A Yakama Nation news release stated Goudy was denied entry to the hearing of the Washington State Dept. of Licensing vs. Cougar Den, Inc. case, unless he removed the headdress. The case concerns the Yakama Nation's right to avoid state taxes on off-reservation commercial activities that make use of public highways, under the Yakama Treaty of 1855. The hearing stems from a state Department of Licensing lawsuit in 2013 against the Cougar Den , a gas station in White Swan. The department has claimed Kip Ramsey, who owns the store, brought out-of-state fuel onto the reservation without paying the state's fuel tax. CUMNOCK and Doon Valley residents with hearing loss are being urged to use a charity’s social security advocacy service if they have any benefits queries. Action on Hearing Loss Scotland offer information, advice and, where possible, formal representation to challenge benefits decisions for people who are deaf or have hearing loss – including British Sign Language (BSL) users. The service is backed by Carrick, Cumnock and Doon Valley MSP and health minister Jeane Freeman. A tourist is suing the  Guest House at Graceland for negligence after he claims he was woken up by an “extremely loud fire alarm,” setting off a series of stressful events and ongoing health and personal issues. According to a legal filing first obtained by The Blast , Hans-Peter Gauch, 53, who is originally from Switzerland, and his daughter were sleeping at the hotel, located across the street from Elvis Presley’s historic home , in October 2017, when “at approximately 8 a.m. an extremely loud fire alarm sounded and woke [Gauch] from deep sleep,” the lawsuit states. Gauch and his daughter allegedly attempted to access the elevators on the third floor, where their room was located, but they weren’t working. They tried to follow signs showing the layout of their floor to an emergency exit, but the map “caused confusion” and “did not correspond with the actual layout of the hotel floor,” the suit claims.
